I found the fix, I tested this 10 times on 1.0.4.0 patch, could be work on later patch too though. If you downgraded your gta iv and are using xlivelessaddon disable zolika patch skiplauncher. the readme from zolika actually tell you to change it to 1 on 1.0.4.0 but for me the game work just fine when I disable the function.
